ARTICLE 1: ELIGIBILITY AND SUBMISSION CRITERIA

1.1 Film Eligibility Requirements

a) Language and Origin
The Rajasthan Film Festival embraces the rich diversity of Indian cinema by accepting submissions in all Indian regional languages. This inclusive approach extends to both domestic and international filmmakers, fostering a global cultural exchange while maintaining a focus on Indian storytelling.

International filmmakers intending to submit their works must ensure that their films incorporate Indian content, involve collaboration with Indian artists, explore themes pertinent to Indian culture and society, or include dialogues or narratives in Indian regional languages only. The festival particularly encourages films that promote cross-cultural understanding and showcase the vibrant tapestry of Indian heritage.

Films that are produced in the Rajasthani language are eligible exclusively for submission under the Rajasthani Cinema nomination categories. These categories are specifically designated to recognize and celebrate cinematic works that reflect the linguistic, cultural, and artistic heritage of Rajasthan. Conversely, films produced in any other regional language of India—excluding Rajasthani—should be submitted under the Other Regional Cinema nomination categories. These categories are intended to honour the diverse linguistic and cultural narratives from different regions across the country, ensuring that each film is assessed within the appropriate linguistic and cultural context.

b) Production Timeline
Films submitted to the festival must have been released within the designated eligibility period, which typically spans from [specific date] to [specific date] of the current festival year. The production completion date must be verifiable through comprehensive documentation, including but not limited to completion certificates, post-production records, or official release documentation.

c) Technical Specifications
To maintain the highest standards of presentation, films must adhere to professional technical specifications:

Digital Formats:
● MOV or MP4 files must meet the minimum resolution requirement of 1920×1080 pixels
● Frame rates should be consistent throughout the film (preferably 24fps or 25fps)
● Audio must be in stereo or 5.1 surround sound format
● Bit rate should be sufficient to ensure high-quality playback

Professional Formats:
● 35mm prints must be in excellent condition with clear picture and sound
● 70mm submissions must include proper aspect ratio specifications
● 16mm films must be accompanied by appropriate projection instructions

Quality Standards:
● Picture quality must demonstrate professional color grading
● Sound mixing and mastering must meet broadcast standards
● Subtitles are mandatory, must be clear, accurate, and properly synchronized
● All technical elements must contribute to a seamless viewing experience

1.2 Submission Process

a) Application Requirements
Each submission must include a comprehensive package containing:

Basic Information:
● Detailed submission form with complete production credits
● Accurate runtime and technical specifications
● Original language and subtitling information
● Production company details and contact information

Content Documentation:
● Synopsis in English (maximum 200 words) that clearly conveys the film’s narrative
● Detailed plot summary (maximum 500 words)
● Complete cast and crew credits in standardized format

Visual Materials:
● Minimum of 3 high-resolution production stills (300 DPI)
● Behind-the-scenes photographs (if available)
● Film poster in both high-resolution print format and web-ready version

Marketing Materials:
● Social media handles and promotional materials
● Previous press coverage (if any)

b) Technical Requirements
Preview Copies:
● Should include proper labeling with:
o Film title in both original language and English or Hindi
o Director’s name
o Production company
o Runtime
o Aspect ratio
o Sound format
● Must maintain consistent quality throughout the duration

Final Screening Copies:
● Must be delivered in professional broadcast quality
● Should include:
Master file in specified format
● Must pass quality control inspection
● Should be tested for compatibility with festival equipment

ARTICLE 2: HOW TO APPLY

a) Online Entry – The official RFF2025 submission form is available on the festival’s website: www.rajasthanfilmfestival.com

b) Offline Entry – Applicants may also submit their entries directly at the Festival Office in Jaipur.

c) Entry Fee – There is no entry fee applicable for any film category.

d) Submission Format – Entrants must submit their films in Pen Drive and Digital format. Submissions should be properly labeled, securely packaged, and sent freight pre-paid.

ARTICLE 3: NOMINATION AND SELECTION PROTOCOLS

3.1 Nomination List

A complete schedule of selected films and individuals nominated for awards will be informed 10-15 days prior to the festival through email.

3.2 Selection Process

a) Committee Structure
Selection of films/videos will be conducted by a professional committee whose decisions are final and binding. The committee will include:
● A minimum of five industry professionals
● Nationally recognized film critics
● Technical experts in cinematography, sound, and editing
● Cultural scholars and academics
● Festival programming specialists

b) Selection Parameters
Festival Authorities reserve the right to accept or reject any film, particularly if it is deemed likely to offend the sentiments, feelings, or sensibilities of any caste, community, religion, or sect, or if it promotes racism or social ill-will.

Once selected and submitted, films may not be withdrawn under any circumstances until the festival concludes. Submission implies full acceptance of all festival regulations.

ARTICLE 4: RIGHTS & PERMISSION

a) The Festival Directorate holds the right to accept or reject any submission on any grounds without providing justification.

b) All Pen Drives, digital format submitted, along with publicity materials and photographs, will be retained in the Festival Archives.

c) In all matters not expressly provided for in these regulations or where interpretation is needed, decisions of the Festival Directorate shall be final and binding.

4.1 Intellectual Property Rights

All participants are solely responsible for ensuring that they possess all necessary intellectual property rights for the content they submit to the festival. This includes acquiring and maintaining valid legal clearances for all creative elements of the film.

In terms of content rights, participants must ensure that they have full rights to the original script. If the work is adapted from an existing source, appropriate adaptation rights must be secured. Additionally, all character rights, story rights, and any derivative rights for sequels or prequels must be lawfully obtained and documented.

For music rights, participants are required to obtain synchronization licenses for all musical elements used in the film, as well as performance rights, background score clearances, and permissions for any songs featured. This includes securing rights for music recordings and ensuring that no unlicensed material is used.

Regarding image rights, it is mandatory for participants to have permissions for all filming locations, likeness and personality rights from individuals appearing in the film, and clearance for any archival footage incorporated. Furthermore, the use of any trademarks, brand logos, or identifiable commercial elements must be fully authorized through appropriate brand usage permissions.

4.2 Festival Usage Rights

By submitting their film to the festival, participants grant the Rajasthan Film Festival non-exclusive rights to use selected portions of their film and related media for promotional, marketing, and archival purposes. This includes the right to utilize up to three (3) minutes of film footage, still photographs, press materials, promotional graphics, and behind-the-scenes content.

These materials may be used across multiple platforms, including the official festival website, social media channels, digital and print advertising, media kits, press releases, and official festival publications. The content may also be retained for internal documentation and long-term archival purposes.

Additionally, participants acknowledge and agree that the Rajasthan Film Festival may release highlights, selected segments, and coverage of the festival on Over-The-Top (OTT) platforms, television channels, YouTube, and other digital streaming services. By submitting to the festival, filmmakers grant permission for such dissemination without any claim for additional compensation.

Furthermore, footage and media content from the festival—including excerpts from submitted films, interviews, behind-the-scenes moments, and event coverage—may be compiled or adapted for inclusion in a future web series or documentary-style production based on the festival. This project may be distributed across online platforms, broadcast media, and streaming services as part of the festival’s ongoing promotional and cultural outreach efforts.

ARTICLE 5: GENERAL RULES AND REGULATIONS

a) RFF is not obligated to provide comments, feedback, or evaluations regarding the films submitted.

b) Entry forms that are incomplete, incorrect, illegible, or ambiguous will be rejected.

c) There is no limit on the number of submissions per applicant.

d) Submitted digital formats or Pen Drives will be treated as final copies, and no changes will be entertained after submission. The participant is solely responsible for ensuring the media is free from physical or playback defects.

e) Participants must ensure they possess all rights and licenses necessary to submit the film, including production, distribution, music, and cast/crew clearances.

ARTICLE 6: LOGISTICAL ARRANGEMENTS

6.1 Material Handling

a) Shipping Requirements
International Submissions:
For international participants submitting films to the Rajasthan Film Festival, the following logistical protocols must be strictly adhered to.
Proper Customs Documentation:
All shipments from outside India must include duly completed customs declaration forms to ensure hassle-free entry through Indian customs. The documents should clearly declare the contents as “For Cultural/Film Festival Use Only – No Commercial Value”.
Professional Courier Services:
Entrants are strongly advised to use reliable international courier services (e.g., DHL, FedEx, UPS) that ensure timely and traceable delivery.
Insurance Coverage:
It is the responsibility of the sender to insure all materials in transit against loss, damage, or delay. The festival shall not be held liable for any damages incurred during transit.
Return Shipping Arrangements:
If the participant requires materials to be returned after the festival, they must include a pre-paid, self-addressed return shipping label or make prior arrangements with the Festival Office.
Tracking Information:
Shipment tracking numbers must be shared with the festival team via email at the time of dispatch for coordination and receipt confirmation.
Domestic Submissions:
For participants based within India, the following requirements apply:
Secure Packaging Standards:
All physical submissions must be packed in durable, tamper-proof materials to prevent damage during transit.
Delivery Confirmation:
The festival must be notified upon dispatch, and confirmation must be obtained upon successful delivery to the Festival Office.
Material Handling Instructions:
Specific instructions regarding the handling of sensitive equipment, archival materials, or rare formats must be clearly labeled and communicated in writing.
Return Address Details:
All submissions must be accompanied by a clearly printed return address label for materials requested to be returned.
b) Storage and Handling
Festival Responsibility:
Upon receipt, the festival will ensure:
Secure Storage Facilities:
All submitted materials will be stored in temperature-controlled, access-restricted environments to maintain the integrity of the content.
Professional Handling:
Qualified technicians will oversee the inspection, setup, and operation of all submitted film formats, ensuring that materials are handled with care.
Inventory Management:
All received items will be catalogued using a standardized inventory system, ensuring traceability and accountability.
Access Control:
Access to physical and digital materials will be limited to authorized personnel involved in the screening, programming, and evaluation process.

ARTICLE 7: FINANCIAL CONSIDERATIONS

7.1 Participant Expenses

a) Submission Costs
All costs associated with the preparation and submission of materials for the Rajasthan Film Festival must be borne by the participant, including:
Material Preparation Costs:
Any costs involved in creating screening or preview copies, pen drives, posters, or promotional kits.
Shipping Expenses:
Charges incurred for national or international courier delivery of physical submissions to and from the festival.
Insurance Coverage:
Insurance for materials during transit and while in the possession of the festival must be arranged by the participant.
b) Additional Expenses
Participants may also be required to bear expenses related to:
Translation and Subtitling Costs:
Preparing films with English subtitles, especially for non-Hindi/Rajasthani language content, is mandatory and the cost lies with the filmmaker.
Technical Conversion Charges:
Any conversion of format (e.g., from PAL to NTSC, SD to HD) required for festival screening compatibility.
Marketing Material Preparation:
Expenses related to creating posters, stills, press kits, and trailers as part of promotional activities.
Documentation Expenses:
Procuring legal clearances, CBFC certifications, or any required paperwork for submission.
Communication Costs:
Costs incurred in maintaining correspondence with the festival office, including internet usage, phone charges, or postal expenses.

7.2 Festival Support

a) Provided Services
The Rajasthan Film Festival will provide the following limited but essential support to selected participants:
Local Publicity:
Promotional efforts including features in press releases, social media mentions, brochures, and website announcements.
Basic Hospitality:
Complimentary access to festival events and basic amenities during the participant’s stay (accommodation/travel may or may not be provided depending on sponsorships).
Award Ceremony Arrangements:
Full access to attend and participate in the festival’s award night, along with promotional coverage for winners and nominees.

ARTICLE 8: LEGAL COMPLIANCE

8.1 Regulatory Requirements

a) Certification
All films submitted for screening must meet legal certification and compliance standards, including:
Censor Board Certification:
Films that are publicly released must be certified by the CBFC (Central Board of Film Certification), unless exempted under specific festival screening clauses.
Age Rating Classification:
Films must specify whether they are suitable for general audiences, adults, or children, depending on their content.
Content Warning Labels:
If the film contains graphic violence, strong language, or sensitive themes, appropriate content advisories must be included.
Exhibition Permits:
Participants must ensure their films are legally permitted for public screening within India.
Legal Clearance Documents:
Necessary legal permissions related to copyright, adaptation, trademark, and third-party content must be provided on request.
b) Liability Coverage
Participants are strongly advised to maintain the following types of insurance:
Public Liability Insurance:
Coverage for any damage or injury caused to the public during festival screenings.
Content Liability Protection:
Insurance that covers claims arising from plagiarism, defamation, or intellectual property infringement.
Property Damage Coverage:
Protection against accidental damage to venue property during technical setup or screenings.
Personal Injury Protection:
Covers any injury to cast, crew, or festival staff related to participation in the event.
Professional Indemnity:
Insurance that protects filmmakers and producers from claims arising out of professional oversight or production-related issues.

ARTICLE 9: FORCE MAJEURE AND DISPUTE RESOLUTION

9.1 Contingency Planning

a) Force Majeure Events
The Rajasthan Film Festival shall not be held liable for delays, rescheduling, or cancellations resulting from unforeseen circumstances including:
Natural Disasters:
Earthquakes, floods, storms, or other acts of nature.
Public Health Emergencies:
Pandemics, epidemics, or any health-related event affecting public gatherings.
Political Unrest:
Riots, curfews, strikes, or government-imposed restrictions impacting public events.
Technical Failures:
Equipment breakdown, power failure, or internet disruptions during screenings.
Regulatory Changes:
Sudden changes in law or governmental policies affecting the event structure or film content.
b) Dispute Resolution
In case of any disagreement or conflict, the following procedures will apply:
Mediation Procedures:
Initial resolution will be sought through direct communication and mutual understanding.
Arbitration Process:
If mediation fails, matters will be referred to a neutral arbitrator under Indian Arbitration laws.
Legal Jurisdiction:
All legal matters shall fall under the jurisdiction of the courts in Jaipur, Rajasthan, India.
Applicable Laws:
Disputes will be resolved in accordance with the laws of the Republic of India.
Resolution Timeline:
Disputes will be addressed and resolved within a maximum period of 90 days from the date of filing.

ARTICLE 10: ACCEPTANCE AND AMENDMENTS

10.1 Terms Acceptance

a) Binding Agreement
By submitting a film to the Rajasthan Film Festival, the participant acknowledges and agrees that:

All sections of the terms and conditions are accepted without reservation.
Compliance Commitment:
The participant will abide by all festival rules, regulations, and decisions.
Legal Responsibility:
The participant assumes full legal responsibility for any violation of these terms.
Professional Conduct:
All participants are expected to conduct themselves in a courteous, respectful, and professional manner.
Ethical Behavior:
Participants must maintain ethical standards in representation, content, and interaction with festival staff.
b) Amendment Rights
The Rajasthan Film Festival reserves the absolute right to:
Modify Terms:
Adjust existing terms based on operational, legal, or logistical needs.
Update Requirements:
Change submission criteria, technical requirements, or participation rules.
Adjust Schedules:
Reschedule deadlines, events, or ceremonies as needed.
Revise Procedures:
Update evaluation or screening processes in response to emerging technologies or constraints.
Implement New Rules:
Introduce additional clauses or restrictions to maintain the festival’s integrity and smooth operation.
